Overall Rating
>GZE ability to acquire government approval for overseas projects is weak. The estimated time for GZE to acquire the required approval is ~3 years. To date GZE appears to be in the early stages of a difficult approval process

Current Status
>GZE claims it has submitted the application for the Curaçao project to the DRC Guandong at the end of 2016
>No evidence was found through DRC Guandong sources or other GZE provided sources to verify the current process
>Standard practice is for a Chinese outbound investment to possess both a filing letter and approval letter form NDRC. GZE is unable or unwilling to provide either

>The Curaçao project to DRC Guandong is abnormal. According to regulations enacted in 2014, overseas projects scaled larger than 1 billion USD should apply through the NDRC, but GZE claims to have only filed the 5.5 billion USD project in their reginal DRC
C) No confirmation letter evidence
>GZE could not or is not willing to bring forth a DRC/NRDC confirmation letter, which should be issued within 7 days after the project is submitted to the DRC. Without this confirmation letter, binding contracts are not allowed and should not be signed between GZE and its Curaçao counterpart. Additionally, for a Chinese company to sign any final and legally binding investment documents, the company must provide the NDRC record-filing notice or approval document

  1. Misschien zou het goed zijn als de brief van GZE aan de regering gepubliceerd wordt (eventueel vertaald in het Nederlands). Duidelijk wordt hoe continue de zaak gemanipuleerd wordt. Opmerkelijk is dat de voorzitter MDPT in zijn rol tijdens de overname van Dok tot Damen Shiprepair Curaçao geheel niets lekte. Er zijn allerlei groeperingen die hun eigen belang nastreven en het algemeen belang dreigt opnieuw de kind van de rekening te worden. Naar verluid zal Rhuggenaath nog voor het einde van het jaar naar China afreizen. Hopelijk is de ‘due diligence’ dan af en is ook bekend waarom er continue halve waarheden verteld worden.

  2. Ik blijf er bij, de enige reden dat China achter de ISLA aanging was om Venezuela het mes op de keel te zetten. Door De ISLA in handen te krijgen zou Maduro al zijn raffinage capaciteit op termijn verliezen. De 3 raffinaderijen in Venezuela zijn immers nagenoeg onbruikbaar.
    Maduro weigert echter de Chinezen het geleende geld terug te betalen, dus dan kun je dit soort acties van de Chinezen verwachten. En op zich kun je het ze ook niet kwalijk nemen.

  3. Toch die 800.000 vaten/dag theorie? Eerst zorgen dat je het recht hebt om de ISLA te gebruiken en pas daarna eens kijken of we nog wat gaan investeren.
    China heeft de geldelijke schuld omgezet in een verplichte olielevering en dat kan Venezuela zonder al te grote problemen nakomen.

    Daarom hebben ze ISLA nodig… voor 4 a 5 jaar. Myanmar raffinaderij is er voor de grap, zullen we maar zeggen.

    Zullen we de ISLA gewoon tegen een hoger bedrag verhuren en de huur, zoals we dat hier doen, na een jaar stevig verhogen? Van die centen kunnen we dan eindelijk de raffinaderij vernieuwen. Dus schoner maken.
    Waarom ook niet gelijk de schuld aan InselAir omzetten in olie? Die kunnen we dan lokaal gebruiken en hoeft de staat niet in te kopen. Evt kunnen we het overschot dan gebruiken om de LNG terminal te laten bouwen en te verhuren aan de Shell en laat die dan ook boren naar het ‘Flammeble ice’ voor nop. Tis maar een idee
