Erwin Arkenbout

THE HAGUE–Former Director of Kingdom Relations of the Ministry of Home Affairs and Kingdom Relations BZK Erwin Arkenbout is the new representative of the Dutch government in Willemstad. Former Project Director-General Windward Islands Hans Leijtens will take on a new job at the North Atlantic Treaty Organisation (NATO).

Arkenbout will start his new function in Curaçao per September 20. He will also be responsible for Aruba and St. Maarten. Currently Law System Director at the Dutch Ministry of Justice and Security, he was Director of Kingdom Relations at the BZK Ministry from 2012 until early September last year.

Shortly after Hurricane Irma hit St. Maarten, Arkenbout went to the island to assist with the coordination of the emergency assistance. He stayed in St. Maarten for a few months as the head of the Windward Islands civil mission of the BZK Ministry.

Arkenbout knows St. Maarten very well and worked on the island from 2002 to 2004 as senior legal expert at the Cabinet of then-Lt. Governor Franklyn Richards. Arkenbout has also worked as Director of Administrative Procedure at the Council of State and in a different capacity at the Ministry of Justice and Security.

As representative of the Dutch government in the Dutch Caribbean, Arkenbout will work closely with Head of the Dutch Representation in Philipsburg Chris Johnson. Arkenbout succeeds Henk Brons, who has been appointed Director-General of Kingdom Relations at the BZK Ministry per July 1.

It was also announced on Tuesday that Leijtens, until recently Project Director for General Reconstruction of the Windward Islands, will become an auditor for NATO per September 1, 2018, for a period of four years.

Leijtens will become a member of the International Board of Auditors for NATO. This body is an independent, external supervisor that directly reports to NATO and provides NATO member states a sense of security about the spending of common funds.

Since September 2017, Leijtens headed the reconstruction project of the Windward Islands after Hurricane Irma. Before that he was the quartermaster for the St. Maarten Integrity Chamber. He has worked in several capacities at the Royal Dutch Marechaussee and the Ministry of Defence. In 2012, he was appointed Commander of the Royal Marechaussee, and from 2015 to 2017 he was the Director-General of the Dutch Tax Office.
