WILLEMSTAD – “There is an enormous bureaucracy in the public apparatus. The Government makes a decision, but the implementation of these laws is something that is really troublesome,” said the Prime Minister of Curaçao during the weekly press conference of the Council of Ministers.
The Council of Ministers has deliberated this week on this topic. Various Ministers proposed ways on how to set priorities and make sure that the task force that monitors these projects and investments can penetrate this bureaucracy and demand information and progress. This task force will also report to the Council of Ministers.
“There will be consequences for those civil servants, who stand in the way of progress, either because they don’t do their work or simply because they are boycotting the project,” said the Prime Minister.
This week the Central Bureau of Statistics published their report, which showed that the economy shrunk in 2014. According to the Prime Minister the civil servants are, in part, to blame. “They need to move faster to achieve more progress for the economy!”
The Prime Minister explained the case of a second pharmacy for Bandabou (western side of the island), which is a good example of how progress is being obstructed by civil servants. Minister Whiteman of Public Health indicated to his advisors that they need to accelerate this process and they didn’t. The Minister then made a decision on his own and things have been moving forward now.
The Prime Minister also said that the action taken by the people of Bandabou was not the fault of Minister Whiteman, but of the civil servants that are supposed to advise him on this matter.
“It’s the same with private investment projects. The government has already dealt with all the permits for these projects. It’s the execution that is the problem right now. The civil servants that need to process these. Look at the Courtyard Marriott in Otrabanda for example. The government has done everything to get this project going.”
“Another project is the investment of 4 million guilders in the university. The government has already done its part. But it is not moving because of the bureaucracy,” said the Prime Minister.

De bureaucratie kan alleen maar ontstaan met actieve medewerking van de regering door bijvoorbeeld een voorkeursbenoemingsbeleid voor friends&family. Dat gebeurt overal. Er is dus een overmaat aan ambtenaren die ongeschikt zijn voor hun functie, maar die op politieke gronden zijn benoemd. Minister Van der Horst zou dit toch opzienbarend oplossen? Wat is daarmee gebeurd? Veel ambtenaren zitten thuis en hebben er een tweede baan bij. Ze willen helemaal niet meer werken voor de overheid, maar wel salaris krijgen. Stuur je hen naar huis, dan moeten ook de benoemde ambtenaren van de zittende regering weg. Dat kan niet want dan gaat de oppositie de zittende regering op termijn terugbetalen met gelijke munt. Wij zagen hoe men zijn best deed lang thuiszittende ambtenaren weer te laten werken. Het lukte niet. Eigen belang regeerde. Wij weten niet hoe dit moet worden opgelost. U wel? jammer dat de LMA wel bewijzen wil zien als je dit soort ambtenaren wil wippen.
En, hoeveel ambtenaren zijn dat dan? Kent U ze? Of is dit een bewijs op basis van horen zeggen? En hoe zit het met de politieke verantwoordelijkheid?
Wat een nonsens.
Laten we beginnen met het niet meer tolereren van ministers , incl . Prime M, Statenleden en ( al dan niet ambtelijke – is flexibel dus- ) GevMin’s die de vooruitgang van Curacao in de weg staan!

Hij heeft gelijk. Zelfs de bevolking klaagt dat sommige ambtenaren het beleid van deze regering niet willen uitvoeren en alles op het oude geld verspillende (zelfverrijking?) systeem van hun gelieve politieke partij blijven uitvoeren. Het gaat hier vaak om PAR ambtenaren. Ze werken vaak tegen en wensen het beleid van de overheid niet uit te voeren. Deze mensen zijn al vaak gewaarschuwd door maar blijven toch doen waar ze zin in hebben om de boel te ”saboteren.” Weg ermee!
Deze hele ministersploeg staat vooruitgang in de weg!
Inderdaad, weet wat je zegt; zeg niet altijd wat je weet….
Dom-dom van een “politicus”….:(
Asjes maakt een beginnersfout, die hem duur kan komen te staan.
Een bewindspersoon schuift nooit in het openbaar de schuld naar de ambtenaren. Daar is hij namelijk van afhankelijk voor zijn voortbestaan. Ook is de minister verantwoordelijk voor zijn departement. Als het daar niet goed gaat, is dat zijn schuld.
